Abstract: A chat with Jennifer A. Manner about the spectrum challenges associated with 5G and beyond technologies. This discussion will cover everything from obtaining access to the spectrum to sharing how to accommodate new uses.
Bio: Jennifer A. Manner is the Senior Vice President of Regulatory Affairs at EchoStar Corporation/Hughes Network Systems LLC, a U.S.-based global geostationary and non-geostationary satellite operator and equipment manufacturer where she is responsible for the company’s domestic and international regulatory and policy issues, including spectrum management and space sustainability.
Prior to this, Ms. Manner was Deputy Chief of the Office and Engineering and Technology where she was responsible for working within the FCC and within interagency groups on issues of spectrum access for space-related missions and space sustainability. Ms. Manner also served Deputy Chief of the FCC’s Public Safety and Homeland Security Bureau. Ms. Manner previously served as Vice President of Regulatory Affairs at SkyTerra Communications, LLC, a U.S.-based satellite company where she handled the company’s domestic and international regulatory and policy issues, including on spectrum management and space sustainability.
Before joining SkyTerra, Ms. Manner served as Senior Counsel to FCC Commissioner Kathleen Abernathy with responsibility for space, wireless, international and new technology issues. Ms. Manner joined the Commissioner’s office after working at MCI Communications Corporation, later WorldCom, Inc., as Associate Counsel for Foreign Market Access and then as International Wireless Services and Director of International Alliances. Prior to this position, Ms. Manner was an associate in the Communications Group at Akin, Gump, Strauss, Hauer and Feld, L.P. Before joining Akin, Gump, Ms. Manner was an Attorney-Advisor at the FCC.
Ms. Manner has published several books, law review and magazine articles on telecommunications and space-related issues including on space sustainability and spectrum, and has written numerous law review and magazine articles. Ms. Manner’s latest book, Spectrum Wars: The Rise of 5G and Beyond (Artech House) was released in December 2021 and addresses the importance of space in the 5G world.
Ms. Manner holds and has held key leadership roles including in Satellite Industry Association (Board Member and Chair of the Space Sustainability and Cyber Security Working Groups), the
US ITU Association (Board Member), the EMEA Satellite Operators Association (Chair of the Network Services Working Group), the Global VSAT Forum (Chair of the Regulatory Working Group), in study groups at the International Telecommunications Union including chairing Sub working groups in ITU-R Task Group 5/1 and WP4C, as well as serving in federal advisory committees, including the Commerce Spectrum Management Advisory Group, the FCC Precision Agriculture Working Group, the FCC World Radiocommunication Advisory Group, the Cybersecurity and Interoperability Reliability Council and the Commerce/USTR International Trade Advisory Group 8 . Ms. Manner is currently serving as the CITEL (Americas) Co-Chair for the ITU-R WRC 2023 Network of Women Initiative.
